Caesar Act curtails Syrian reconstruction, but for how long?

The Caesar Syria Civilian Protection Act of 2019, also known as the Caesar Act, became effective on June 17, 2020. This piece of US legislation was too broad and perhaps, too vague. Ostensibly, Syrian government is constrained in its reconstruction effort at present. But how long this could last is the big question in geoeconomics.

Primarily targeted at the Syrian government and its President Bashar Al-Assad the legislation forbids both US & Non-US persons and entities to get involved in Syrian reconstruction with special reference to three major sectors: infra-structure, energy and military expansion projects.

As regards to persons & entities engaged in humanitarian issues that are proved beyond an iota of doubt and deemed necessary & vital for the civilians (not the government personnel) could be waived only by written application to the Office of the US President who has the sole authority to waive one or more of the stipulated sanctions.

For the last three years this operative part was seamlessly implemented to the detriment of Syria. But not anymore. Mindful of the fact that Syria is a vital conduit in Silk Road trade connecting Lebanon to the south-west, Turkey to the north, Iraq to east & south-east and Jordan to the south, three countries namely Russia, China and Iran banded together and prepared a master plan in geoeconomics to defeat the Caesar Act. Here are the saliences of their business strategy amid geoeconomics:

1. Eliminating the thaw between Syria and her Arab partners culminating in the re-admission of Syria into the Arab League

2. Xi Jinping spoke to Bashar Al-Assad in September 2023 regarding the consensus reached by the trio as well as Chinese intention to engage in Syria Reconstruction in the following lines. China supports Syria in safeguarding national independence, sovereignty and territorial integrity, and supporting Syria in carrying out national reconstruction, capacity building and economic growth

3. Iran would be the conduit for supplying required finance, expertise to put this plan into operation whereas China provides the bulk of hard cash Russia overhauling the ravaged Syrian military

4. Propaganda blitz on the American stealing of Syrian oil in the North-East Kurdish area that show America as well as Global North in bad light

5. Persuading Kurds to reconcile with Bashar Al-Assad for their own benefit and to ensure regional stability.

Once completed this geoeconomics master plan would ben touted as the best one after the Marshall Plan of the Post WWII.
