America heats up chip war

It is one thing to heat up a commodity war but it is entirely different matter to direct the war to bring complete success for the initiator. America is getting into grid lock by heating up a chip war with China. Let me explain this business strategy in a nutshell, critique levelled at internally and my assessment as to its minuses.

When Joe Biden signed The Chips & Science Act into law on August 9 2022 the press lauded it as a milestone for paving way for America to gain the following:

1. Make America once again competitive in innovation technology and at the same time ensuring national security

2. Incentivize the domestic semiconductor industry to install & improve their manufacturing capacity

3. Seeks to enhance R&D in cutting edge technology incorporating modern digital processes such as artificial intelligence, quantum computing, and nano technology all with a special emphasis upon microprocessors.

The associated business strategy has key operating principles:

1. Establishing Fab or Foundry which is the plant that produces semiconductor chips. In order to jump start, STMC from Taiwan which has already built one Fab in the Arizona region at the cost of 12 Billion Dollars is motivated to expand its operations by going for two more fabs costing additional 28 Billion dollars. Moreover Intel Company was also roped in to build highly sophisticated Fab in Ohio that would cost around US$ 20 Billion. In both cases the installed cost would be offset by cash grants hovering around 45%

2. America would scupper any business dealings with Semiconductor Manufacturing international corporation (SMIC) the leading company in China that produces microprocessors

3. Exporting sensitive technology to countries such as China would require license

4. Not to repeat the mistake done during the 1990s when USA went to specialize in chip design and relocate manufacturing facilities out shore in Taiwan and Seoul. Instead lure established companies such as STMC in Taiwan and Samsung electronics of South Korea to invest within USA

5. Extending transfer of sensitive technology by Samsung to Chinese companies where US has proprietary rights of the manufacturing process.

Critiques were up in arms regarding this business strategy for example Mark Lippett, CEO for AI chip designer XMOS made two vital points:

1. It is indeed a real challenge to reduce imports from overseas and ensure self-sufficiency domestically

2. He also said” “If there was a global directive that mandates no chip sales to China at all, for example, the majority of the semiconductor businesses would go belly-up.”

I for one supports Mark’s point of view. More to it. America is sharply out of focus as regards to what Chinese reactions would be. China realizes that any restrictions puncturing her advanced chip imports would finally end up in supply disruptions that ultimately affect global balance and too the fine balance of geoeconomics between the two countries. Thumbing up on national security, US would defeat the purposes intended by the Chip Act namely domestic development of the chip industry. Why? Because China possesses the rare minerals that go into the production of advanced chips. A blanket export ban of these minerals by China would bring the US chip manufacturing to its knees.

Nobody in the proper sense can down play the strength of China not only in terms of rare earth minerals but rising in the ladder of chip production process domestically. The crux of the matter is already China has earmarked more than 100 Billion dollars for upgrading of Fabs by SMIC.

BRICS Qua Vadis?

Lot was expected from the BRICS Summit held during 22-24 August 2023 which however, started with a bang and ended with a whimper. It was the 15th Summit of the leaders of BRICS grouping. More rhetoric and beating the drums against unipolar order was broadcast but no serious attempt to re-make the world order evidenced.  Qua Vadis?

Some 40 countries have shown interest in joining BRICS while 22 out of them formally made their requests known. At the end only 6 countries were invited to join with effect from January 2024. These are in alphabetical order: Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates. All of these are known as oil & gas stations and along with Russia are also members of OPEC+ the cartel that is in the cross hairs of America led West.

The business strategy to select these countries overlooked couple of countries that are known to have huge reserves of oil Indonesia & Venezuela. Be that as it may, the fact remains why duplicate the OPEC+ cartel while there are significant and  more pressing geoeconomics issues are at hand that need to be solved or at-least make an attempt to solve them.

The remaining 40 odd countries that are showing interest to join BRICS were given step-motherly treatment. The final declaration of the summit had no reference about these aspirants and no announcement as regards to how they would be treated in the future.

Evidently, there was infighting between China & India as regards to the admission of new members. India wanted a low figure whereas China wanted to expand exponentially. Moreover India has shown anathema re admitting Muslim countries, forgetting the fact that United Nations have 56 Muslim countries and about another 30 countries where Muslims are in significant proportion.

While China cautioned members against forming “Bloc Mentality” BRICS Summit ended with typical “Club Mentality” by admitting oil & gas powers and/or countries with whom the present five members of BRICS do big time business.  

I do not see any geoeconomics purpose for the continuation of BRICS in the present form or BRICS+ beginning in 2024. While I appreciate the concerted efforts made by the duo Russia & China to keep to direction and proportion the three others namely Brazil, India & South Arica are wavering and are trying to play safe than to take risk in challenging the unipolar order.

The “Global East” wants to get out of the shackles imposed upon them by the “Global West” and BRICS is playing hide and seek game in fear of the American hegemon and are travelling hopelessly in the road to nowhere.  My kudos to the G7 countries, at-least they mean business and they are damnably dedicated in preserving the “rules based international order” whatever that means!

BRICS Summit, surely change is coming

“Changes, the likes of which we haven't seen for 100 years are coming and we are the ones driving these changes together,” Xi told Putin as he stood at the door of the Kremlin to bid farewell after successfully concluding his state visit to Moscow in March 2023. Putin replied “I agree. Take care dear friend and have a safe trip back home”.

Recent BRICS summit reflects these changes. Here are the cherry picked statements from Vladimir Putin that underpin new directions towards changes in geoeconomics and geopolitics:

1. The strategic course of unification is directed towards the future and corresponds to the aspirations of the main part of the international community, the so-called world majority. Acting in a coordinated manner, on the principles of equality, partnership, support and respect for each other's interests, we deal with the most urgent issues on the global and regional agenda.

2. The main thing is that we are all unanimous for the formation of a multipolar world order that is truly fair and based on international law while respecting the key principles of the UN Charter, including sovereign rights and respect for the right of each nation to its own development model.

3. We are against any kind of hegemony that some countries promote because of their exclusivity and based on this postulate of a new policy - the policy of continuing neo-colonialism

4. Russia has decided to support people who are fighting for their culture, for their traditions, for their language and for their future.

Here are summary pointers made by Xi Jinping to emphasise concisely what Putin has elaborated:

1. BRICS countries should speed up the process of admitting new members to the association

2. BRICS countries should oppose economic coercion and focus on business cooperation

3. Development should not be a privilege reserved for a few nations. Hence, the global economic recovery still on shaky legs

4. The cold war mentality still exists today and that the geopolitical and geoeconomics situation leading to gloom.

5. The BRICS countries should actively mediate in sensitive issues, promote political solution

The bottom line is both Putin & Xi Jinping understand that geoeconomics is at critical juncture today and requires concerted effort on the part of BRICS countries to make the changes happen without any further ado!
