Suddenly, the world is awakened to the notion of geoeconomics as the biding force in international relations. Let me connect the dots between these two areas by placing some of my thoughts to your reading pleasure:
International relations is often dubbed as interaction between two or more sovereign states or amongst them. Fine. But what is the real purpose? Many authors differ not on the content per se but on the context. Hans Morgenthau for example holds the view that nation-states are the main actors in international relations where their main concern is the study and shaping of power.
Stephanie Lawson concurs with her own assertion of international relations being restricted to state actors only, across the states. John Baylis, Patricia Owens, and Steve Smith in their book “The Globalization of World Politics” admit that state and non-state actors are getting involved in international relations. Whereas Georg Sørensen and Robert H. Jackson elaborate that global population are divided into separate territorial communities and independent states and accordingly.
Finally the nail is struck. The globe consists of independent & sovereign states, territories not defined as independent states but having state-like characteristics as well as resistance groups such as Palestinians, Kurds, Houthis, and Hezbollah having their own fiefdom who need be recognised as actors in international relations.
Here is how geoeconomics fit in. Subject matter of geoeconomics is so wide enough to cover trade relation, non-trade relation, industrial economics, funds transmission and many other items that could be incorporated into economic policy & practice. The obvious similarity is that it seeks, obtain and apply power in terms of economics rather than politics or military. This is where Hans Morgenthau is resurrected again. If politics is the art of possible geoeconomics too.
Of late, there is raw and brutal force of geoeconomics power being applied by America & her allies. Less emphasis is placed on executing business strategy for the benefit of the globe in general and developing countries in particular. On the contrary, geoeconomics tools & techniques are employed throwing wind to the caution to bring about economic collapse in target nations.
Presumably, as Hans Morgenthau pointed out it is sheer power play to secure national interest of an aggressive country at the expense of the entire globe including the target state or no-state actor being whacked mercilessly? An illustration is the odious banning of Russian wheat exports to the starving populations spread throughout the African continent!
